(b)Qualification requirements to be met to implement government procurement policies: (1) The project implements the "Notice on Promoting the Development of Small and Medium-sized Enterprises through Government Procurement" (CAI Ku [2020] No. 46) and the "Notice on Further Increasing the Support for Small and Medium-sized Enterprises through Government Procurement" (CAI Ku [2022] No. 19). (2) Implement the reserved share measures, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically targeted at small and medium-sized enterprises for procurement. During the review process, no price discount benefits will be implemented for products from small and medium-sized enterprises.......（For more details, please refer to the Chinese announcement）

4、 要求具备市政公用工程施工总承包三级及其以上资质；
5、 具有有效的安全生产许可证；
6、 项目经理具有市政公用工程二级建造师及其以上资格，并具有有效的安全生产考核证书；
7、 本项目仅面向中、小、微型等各类供应商采购；
8、 本项目不允许转包。

(c)Specific qualification requirements for this program: 3. It must be a legal person or unincorporated organization established in accordance with the law within the territory of China (this project does not accept branches participating in the procurement activities in their own names). 4. It is required to possess a Grade 3 or above general contracting qualification for municipal public works construction. 5. Possess a valid work safety license; 6. The project manager must hold a second-level or higher qualification as a constructor in municipal public works and possess a valid safety production assessment certificate. 7. This project is only open for procurement from various types of suppliers, including medium, small and micro ones. 8. Subcontracting is not allowed for this project.
