(b)Qualification requirements to be met to implement government procurement policies: (1) Implement reserved quota measures, increase the share of small and medium-sized enterprises in government procurement, and support the development of small and medium-sized enterprises: This project is specifically aimed at purchasing for small and medium-sized enterprises, and during the evaluation, no price discounts will be implemented for their products. (2) Support prison enterprises and welfare units for people with disabilities, and treat them as small and micro enterprises; (3) Priority Procurement Policy for Energy saving and Environmental Protection Products: Under equal conditions in terms of technology, services, and other indicators, priority procurement will be given to products listed in the Energy saving and Environmental Protection Product Item List published by the Ministry of Finance in document Caiku [2019] No. 18 and Caiku [2019] No. 19; Mandatory procurement shall be implemented for products marked with "★" in the list of energy-saving product items. 注：以上资质要求，投标人只要符合任何一条，但同一条中的多项资质要求需同时满足。
（2）项目负责人要求：项目负责人必为投标人本单位的工作人员，持有中华人民****点击查看建设部颁发的中华人民**国二级及以上建造师执业资格证书，注册专业须为公路工程；
（3）未被“信用中国”（www.****点击查看.cn）、中国政府采购网（www.****点击查看.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；

(c)Specific qualification requirements for this program: Article 1: The Ministry of Housing and Urban Rural Development of the People's Republic of China has a third level or higher qualification for general contracting of highway engineering construction; Article 2: 1) Qualification of Highway Maintenance Operation Unit of the Ministry of Transport of the People's Republic of China, Class B for roadbed and pavement maintenance; 2) The qualification of highway maintenance operation units under the Ministry of Transport of the People's Republic of China for the maintenance of traffic safety facilities is not graded. Note: For the above qualification requirements, bidders only need to meet any one of them, but multiple qualification requirements in the same item must be met simultaneously. (2) Project leader requirements: The project leader must be a staff member of the bidder's own unit, holding a second level or above construction engineer qualification certificate issued by the Ministry of Housing and Urban Rural Development of the People's
