一、项目概况及总体要求 Ⅰ.Project Overview and General Requirements

贾木纳大桥距离孟加拉国首都达卡西北侧，距离达卡约120km，1998年6月通车，****点击查看公司建造。在建造之初被称为“南亚第一桥”，主桥为变截面预应力混凝土连续箱梁结构，桥宽18.5m，桥长4.8km，共7联49跨，最大跨径99.375m。桥面承载4条汽车车道+1条火车轨道(窄轨和宽轨叠加)，桥面北侧架设有240KV输电线路，南侧腹板挂设一条φ762mm高压天然气管道，箱梁内布设了大量的通讯管线。

The Jamuna Bridge is located approximately 120 km northwest of Dhaka, the capital of Bangladesh. Opened to traffic in June 1998 and constructed by Hyundai Engineering Construction of South Korea, it was acclaimed as the "No. 1 Bridge in South Asia" at the time of its completion. The main bridge is a variable cross-section prestressed concrete continuous box-girder structure with a deck width of 18.5 m and a total length of 4.8 km, comprising 7 continuous units and 49 spans, with a maximum span of 99.375 m. The bridge deck accommodates 4 vehicular lanes plus 1 railway track (narrow gauge and broad gauge superimposed). A 240 kV overhead transmission line is installed on the north side of the deck, a φ762 mm high-pressure natural gas pipeline is suspended from the south-side web, and numerous communication conduits are routed inside the box girder.

全桥共设置112个盆式支座；每个桥墩处设置1套减隔震装置，全桥共48套。

The bridge is equipped with a total of 112 pot bearings; each pier is fitted with 1 set of seismic isolation devices, totaling 48 sets for the entire bridge.

1.叉车

1.Forklift

(1)整机：铭牌参数齐全，整机自重满足稳定性；1.33倍额定载荷试验无裂纹、永久变形，严禁超载。

(1) Complete Unit: Nameplate data complete and legible; unit self-weight shall ensure stability; no cracks or permanent deformation under a 1.33× rated load test; overloading is strictly prohibited.

(2)货叉：专用货叉钢，无裂纹弯曲；磨损厚度不小于原厚90%，锁紧牢固。

(2) Forks: Fabricated from special fork-grade steel, free from cracks or bending; wear thickness shall be not less than 90 % of original thickness; locking secure and firm.

(3)门架链条：焊缝完好无裂纹，链条安全系数≥5，升降无卡滞。

(3) Mast Chains: Welds intact and crack-free; chain safety factor ≥ 5; lifting and lowering without binding or jamming.

(4)液压：管路无渗漏；静置10min货叉下滑≤100mm，门架倾角变化≤2°。

(4) Hydraulic System: Piping free from leakage; after 10 min of static holding, fork descent ≤ 100 mm and mast tilt angle change ≤ 2°.

(5)制动：行车、驻车双制动可靠，坡道驻车不溜车。

(5) Braking: Service and parking brakes both reliable; no rollback on graded slopes when parked.

(6)安全装置：护顶架、挡货架、喇叭灯光警示齐全；内燃车配灭火器。

(6) Safety Devices: Overhead guard, load backrest, horn, lights, and warning devices complete; internal-combustion units equipped with fire extinguisher.

(7)资料：合格证、说明书齐全；场内使用需登记，司机持证作业。

(7) Documentation: Certificate of conformity and instruction manual complete; on-site use subject to registration; operators shall hold valid certificates.

2.吊车

2.Truck Crane

(1)整机：铭牌、起重性能表齐全；额定25t（3m 幅度、支腿全伸）；静载1.25倍额定载荷，结构无裂纹、永久变形。

(1) Complete Unit: Nameplate and load chart complete and legible; rated capacity 25 t (at 3 m radius, outriggers fully deployed); no cracks or permanent deformation in structure under a 1.25× rated load static test.

(2)臂架与支腿：吊臂焊缝完好无裂纹，伸缩顺畅；支腿无变形渗漏，液压锁、机械锁双重锁定可靠。

(2) Boom and Outriggers: Boom welds intact and crack-free, telescoping smooth; outriggers free from deformation or leakage, hydraulic and mechanical dual locks reliable.

(3)吊钩钢丝绳：吊钩配防脱装置，无裂纹超标磨损；钢丝绳无断丝断股，卷筒排绳整齐，余绳≥3圈。

(3) Hook and Wire Rope: Hook fitted with anti-detachment device, free from cracks or wear beyond limits; wire rope free from broken wires or strands, drum spooling neat, minimum 3 dead wraps remaining.

(4)液压系统：管路无渗漏；变幅、支腿油缸回缩量满足规范，平衡阀可靠。

(4) Hydraulic System: Piping free from leakage; boom and outrigger cylinder creep within code limits; balance valves reliable.

(5)安全装置（强制）：力矩限制器、起升高度限位、幅度指示器、回转锁止，过载报警、切断动作有效。

(5) Mandatory Safety Devices: Load moment limiter, hoisting height limiter, radius indicator, slew lock, overload alarm and cut-out all functional.

(6)制动机构：起升、变幅制动器灵敏可靠，回转制动平稳。

(6) Braking: Hoisting and luffing brakes sensitive and reliable; slew braking smooth.

(7)资料：合格证、说明书齐全；场内使用需登记，司机持证作业。

(7) Documentation: Certificate of conformity and instruction manual complete; on-site use subject to registration; operators shall hold valid certificates.

3.运输车

3.Transport Truck

(1)整车：全新原装右舵TATA，额定payload≥2000kg，印度原厂出厂，满足孟加拉BRTA上牌要求，铭牌、底盘号完整清晰。

(1) Complete Vehicle: Brand-new, original right-hand-drive TATA; rated payload ≥ 2000 kg; manufactured at the original Indian factory; compliant with Bangladesh BRTA registration requirements; nameplate and chassis number complete and legible.

(2)动力传动：水冷柴油发动机，5挡同步手动变速箱；动力转向；重载钢板弹簧悬架，适配工地非铺装路面。

(2) Powertrain: Water-cooled diesel engine, 5-speed synchronized manual transmission; power steering; heavy-duty leaf-spring suspension, suitable for unpaved jobsite roads.

(3)制动系统：双回路真空助力液压制动，行车+驻车制动可靠，满载坡道驻车不溜车。

(3) Braking System: Dual-circuit vacuum-assisted hydraulic brakes; service and parking brakes reliable; no rollback on graded slopes when fully loaded and parked.

(4)货厢车架：栏板货厢，车架、货厢无裂纹变形；货厢焊接牢固，满足工地物料转运。

(4) Cargo Body and Frame: Stake-side cargo body; frame and body free from cracks or deformation; body welding secure, suitable for jobsite material transfer.

(5)轮胎：重载工程轮胎，带备胎，轮胎载荷满足整车总重要求。

(5) Tires: Heavy-duty industrial tires, including spare; tire load ratings meeting total vehicle weight requirements.

(6)安全配置：灯光、喇叭、后视镜齐全；驾驶室完好，仪表工作正常。

(6) Safety Configuration: Lights, horn, and rear-view mirrors complete; cab in sound condition, all gauges operational.

(7)资料：合格证、说明书齐全；场内使用需登记，司机持证作业。

(7) Documentation: Certificate of conformity and instruction manual complete; on-site use subject to registration; operators shall hold valid certificates.

四、验收标准 IV. Acceptance Standards

4.1验收依据

4.1 Basis for Acceptance

(1)孟加拉国：BRTA 车辆管理规定、BSTI进口设备通用安全要求、Bangladesh Labour Rules2015起重及工程设备安全条款、进口设备清关合规要求。

(1) Bangladesh Regulations: BRTA Vehicle Management Regulations; BSTI General Safety Requirements for Imported Equipment; Bangladesh Labour Rules-2015 — Lifting and Engineering Equipment Safety Provisions; Import Equipment Customs Clearance Compliance Requirements.

(2)参考中国标准：TSG812022 叉车、TSG512023汽车吊、车辆通用安全标准（仅作性能参照，不作为强制判定）。

(2)Reference Chinese Standards (for performance reference only, not mandatory): TSG 81-2022 (Forklifts); TSG 51-2023 (Truck Cranes); General Vehicle Safety Standards.

(3)采购合同技术条款、设备原厂技术手册。

(3) Procurement contract technical clauses and original manufacturer technical manuals.

4.3 质量验收

4.3 Quality Acceptance

(1) 专用验收条款：以第三节验收标准；

(1) Special Acceptance Clauses: Per Section III Quality Standards.

(2) 主要结构件出现裂纹、关键安全装置失效、液压 / 制动系统严重泄漏无法修复，直接判定验收不合格。

(2) Direct Rejection: Cracks in primary structural members, failure of critical safety devices, or serious unrepairable leakage in hydraulic / braking systems shall result in immediate rejection.

4.4 资料验收

4.4 Documentation Acceptance

(1) 2吨叉车：原厂产品合格证、原厂技术说明书、主要部件出厂检测报告、装箱单。

(1) 2-ton Forklift: Original factory product certificate, original technical manual, main component factory inspection , packing list.

(2) 25吨汽车吊：整机出厂合格证、原厂起重性能手册、主要结构件检测报告、装箱清单。

(2) 25-ton Truck Crane: Complete unit factory certificate, original load chart, main structural member inspection , packing list.

(3) 运输车：原厂合格证、原产地证明、底盘及发动机技术文件，可支持孟加拉BRTA注册的全套设备资料。

(3) Transport Truck: Original factory certificate, certificate of origin, chassis and engine technical documents, full documentation package supporting Bangladesh BRTA registration.

(4) 全部设备：供应商提供的设备质保文件；如有第三方设备检验报告一并归档。

(4) All Equipment: Supplier-provided warranty documents; any third-party inspection reports shall be filed together.

4.5验收结论

4.5 Acceptance Conclusion

(1) 全部项目检查合格，签署设备进场验收单；存在缺陷则列明整改项，整改完成后复验。

(1) Upon qualification of all items, sign the Equipment Entry Acceptance Certificate; where defects are found, list rectification items and re-inspect after rectification.

五、相关服务要求 V. Service Requirements

5.1租赁服务要求

5.1 Leasing Service Requirements

(1)供货动员：供应商负责设备运输至项目现场，完成进场前清关、孟加拉本地通行许可办理；**设备各1台，按项目进度准时交付现场。

(1) Supply Mobilization: Supplier shall transport equipment to the project site, complete pre-entry customs clearance, and obtain local Bangladesh traffic permits; one unit of each of the three equipment types shall be delivered to site on schedule per project progress.

(2)租赁范围：租金包含设备本体、标准附属工具；明确区分燃油、司机、日常耗材的责任划分。

(2) Leasing Scope: Rental fee covers the equipment body and standard accessories; responsibilities for fuel, driver, and daily consumables shall be clearly delineated.

(3)现场适配：设备满足孟加拉工地非铺装路面作业条件；运输车为右舵，符合 BRTA 道路通行要求。

(3) Site Adaptation: Equipment shall be suitable for unpaved Bangladesh jobsite conditions; transport truck shall be right-hand-drive, compliant with BRTA road traffic requirements.

(4)保险：租赁期内供应商完成设备保险、第三方责任险，保单英文版本进场提交，保险有效期覆盖全部租赁周期。

(4) Insurance: Supplier shall arrange equipment and third-party liability insurance for the full lease term; submit English-version policy upon entry; coverage shall span the entire lease period.

(5)退场服务：租期结束后，供应商负责设备撤场、离场运输及相关手续办理。

(5) Demobilization: Upon lease expiration, supplier shall handle equipment withdrawal, departure transport, and related formalities.

(6)禁止转租：未经项目书面许可，不得将设备转租第三方使用。

(6) No Subletting: Equipment shall not be sublet to any third party without written project approval.

5.2 技术与质量服务

5.2 Technical and Quality Services

(1)进场技术交底：设备交付时提供现场技术交底，说明设备性能、限制条件、安全注意事项，提供英文技术资料。

(1) Entry Technical Briefing: Supplier shall provide an on-site technical briefing upon delivery, covering equipment performance, operational limits, and safety precautions; English-language technical materials shall be provided.

(2)定期维保：租赁周期内供应商执行定期预防性维护，建立设备维保记录台账；包含润滑、紧固、液压系统检查、制动系统校验，降低现场故障概率。

(2) Scheduled Maintenance: Supplier shall perform periodic preventive maintenance throughout the lease term, maintaining a maintenance log; activities include lubrication, tightening, hydraulic system inspection, and brake system calibration to minimize on-site failures.

(3)现场技术支持：提供现场技术咨询，对设备异常工况提供故障判断；对设备安全装置、力矩限制器、制动、液压系统进行定期校验。

(3) On-Site Technical Support: Supplier shall provide on-site technical consultation, fault diagnosis for abnormal operating conditions, and periodic calibration of safety devices, load moment limiters, brakes, and hydraulic systems.

(4)质量管控：设备全程满足前述验收标准；出现结构裂纹、安全装置失效、制动液压重大缺陷，供应商须及时处置。

(4) Quality Control: Equipment shall continuously meet the acceptance standards stated herein; structural cracks, safety device failures, or major brake / hydraulic defects shall be remedied by the supplier without delay.

(5)试验校验：起重类设备（叉车、25t汽车吊）按孟加拉劳工规则要求，按需提供载荷试验，出具试验记录。

(5) Testing and Calibration: Lifting equipment (forklift, 25 t truck crane) shall undergo load testing per Bangladesh Labour Rules requirements, with test records issued as applicable.

5.3 售后服务与责任

5.3 After-Sales Service and Liability

(1)故障响应：接到故障通知后4小时内响应；一般故障 48 小时内现场修复；重大故障72小时无法修复，应提供等效备用设备，不额外计取租赁费用。

(1) Fault Response: Respond within 4 h of notification; general faults repaired on-site within 48 h; for major faults not repairable within 72 h, equivalent standby equipment shall be provided at no additional rental charge.

(2)备件保障：供应商保障孟加拉本地易损件、液压件、密封件、钢丝绳等备件供应，缩短停机时间。

(2) Spare Parts Support: Supplier shall ensure local availability in Bangladesh of wear parts, hydraulic components, seals, wire ropes, etc., to minimize downtime.

(3)维修责任：设备本体质量、磨损老化导致故障，维修、更换零部件费用由供应商承担；人为违规操作损坏另行界定责任。

(3) Repair Liability: Failures attributable to equipment quality or normal wear and aging shall be repaired / replaced at supplier expense; damage caused by improper operation shall be subject to separate liability determination.

(4)质保承诺：租赁期间设备本体及配套附件提供服务质保；质保期内非人为损坏免费维修更换。

(4) Warranty: Equipment body and accessories are warranted for the lease term; non-man-made damage shall be repaired / replaced free of charge during the warranty period.

(5)服务联络：提供7×24小时应急联系渠道，保障夜间及节假日故障可联络处置。

(5) Service Contact: 7×24 h emergency contact channel to ensure night and holiday fault response.

(6)缺陷整改：验收及使用过程发现质量缺陷，供应商按要求完成整改，整改后复验合格方可继续投入使用。

(6) Defect Rectification: Quality defects identified during acceptance or operation shall be rectified by the supplier; re-inspection and qualification are required before the equipment may return to service.

5.4 廉洁与履约要求

5.4 Integrity and Performance

供应商应诚信投标、诚信履约，严禁弄虚作假、围标串标、贿赂等违法违规行为；一经发现，招标人有权废标、终止合同、没收履约保证金，并追究相应法律责任。

Suppliers shall bid and perform with integrity; falsification, collusion, bid rigging, bribery, and other illegal acts are strictly prohibited. Upon discovery, the tenderer reserves the right to reject bids, terminate the contract, forfeit the performance bond, and pursue legal liability.

合同主要条款 Main Contract Terms

9.1付款条件：

①结算周期：每月1日至每月30日为一个结算周期；

①Settlement Cycle: The 1st through the 30th of each month constitutes one settlement cycle.

②当期结算完成后一个月之内付款；

②Payment shall be made within one month after the current period's settlement is completed.

③结算方式：现场验收合格，在收到发票后支付至100%；

③Settlement Method: Payment of 100 % upon on-site acceptance and receipt of invoice.

④支付方式：转账支票。

④Payment Method: Transfer cheque.
